Cyberspace is vital for our future. Cyberspace is vulnerable to exploitation. The Center for Cyber Strategy and Policy (CCSP) at UC works to ensure that cyberspace’s vitality is not overwhelmed by its vulnerability through novel strategic and operational concepts and new models of cyber training and exercising based on the construct of cyber persistence. Through social science and strategic studies research methods, CCSP works through multidisciplinary interactions with the technical and computing sciences communities as collaborators in advancing a more secure cyberspace.
CCSP has supported the core research (Cyber Persistence Theory) that has contributed to shifts in US cyber strategy and those of allied countries to a proactive persistent cyber posture. We are the leading global research center supporting the development of the theory of cyber persistence and its translation into cyber operations and campaigns.
While supporting the application of cyber persistence to national strategies around the world, CCSP’s research also includes new models of cyber exercises and supports new training environments here at home for local governments across the state of Ohio. Through the Ohio Cyber Range Institute, CCSP currently supports the training of tens of thousands of public employees across the state, with that number growing every day.

CCSP’s policy briefing paper series enables cyber scholars to link their research to policy issues, both global and domestic. While open to all authors, Kybernao seeks, in particular, to support early-career and emerging thinkers in the field to apply their evolving research into short policy salient pieces.
As part of the Center's community outreach and interest in multi-disciplinary research, the Center hosts public discussions, demonstrations and lectures on topics related to cybersecurity. Regional Programming Centers (RPCs), either institutions or organizations, are designated by the OCRI. Each RPC acts as a partner in the facilitation, support, and delivery of programming activities directly related to the education, workforce, and economic development missions of the Ohio Cyber Range.
CCSP is part of the University of Cincinnati's RPC and provides the OCRI with educational programming and cybersecurity research.

A $10 million gift from the estate of Patrick, BA ’63, and Malle Portway will advance the work of the Center for Cyber Strategy and Policy at the University of Cincinnati and provide programs and opportunities for its students.
