continuing student:  student must have been full-time during 00A, 01W or 01S, in the same graduate program

new student:  student is enrolling in the graduate program for the first time, or changing from a part-time to full-time status

UC stipend:  graduate assistantship, graduate fellowship, or graduate traineeship paid through UC payroll
